The goal of the Newington Office of Emergency Management is to mitigate, prepare for, respond to and aid in the recovery of both natural and man-made disaster. A large part of this effort was the development and maintenance of a FEMA approved Hazard Mitigation and Emergency Response Plan for the Town of Newington. Once these plans were approved, the Town was then able to apply for both Federal and State funding. One recent grant application assisted in the purchase of a new generator for the Town Hall, which serves as our primary emergency shelter.

In 2008, Emergency Management operated on a budget of $7,850.00. The members of the committee are involved in several programs in the Seacoast and across the State to include the Portsmouth Area Emergency Planning Team which, in the event of a pandemic, would be tasked with dispensing inoculations to Town residents at the Town Hall. The New Hampshire Public Works Mutual Aid Program is in place to ensure that, in the event Newington had a large scale natural or man-made disaster, that assistance is close by. The Emergency Management co-directors are involved in the Pease Emergency response plan and recently participated in the Federally mandated aircraft crash exercise at Pease.

The Office of Emergency Management is in contact with the State-level Emergency Management for information concerning weather and other issues. In the event of a large scale disaster or emergency in Newington, the Emergency Operations Center, located at the Police Department, would be activated and manned by the Emergency Management personnel. The emergency operations center would work with local government and State emergency management to ensure that the resources needed would be available to the Town.

As mentioned, the Town of Newington has designated the Town Hall as its emergency shelter. For the first time in recent memory, the shelter was opened during the ice storm of December 2008, and remained opened for three days until power was restored. The emergency shelter is operated by the Town without assistance from the Red Cross or other outside agencies when resources are committed to other emergency shelters in the area. The shelter is available to anyone requiring housing during an emergency and a limited number of cots and blankets are provided.
